Its principal purposes are...
(a) to protect these ridgelines in perpetuity from industrial or commercial development that would threaten high-mountain ecosystems or create undue, adverse aesthetic impacts;

(b) to educate the public about issues relating to conservation of Vermont's ridgelines.
